This idea proposes to redefine the prices of motorways according to the principle "I buy the possibility of driving at 130 km / h".

If a traffic jam or an accident keeps me from going at 130, I am billed for less, proportionally to the slowdown time.

Take an example of a journey on the motorway from Rennes to Paris. The normal and theoretical price for driving at 130 km / h during the whole trip is about 30 €.
But you were stopped for 15 minutes at Le Mans because of an accident, then you were slowed down to 110 km/h for 50 km at Chartres, and finally you queued for 10 minutes at the final toll ( St Arnoult).

At the toll booth, the machine knowing your entry time on the motorway then calculates your theoretical average speed by considering the stopping and slowing times given by the official navigation system (GPS) of the motorway company . It also deducts from the journey time a fixed break of 10 min every 2 hours. Imagine that the calculation gives an average of 100 km/h. This is 23% less than the speed of 130 km/h for which you were prepared to pay € 30.

So you are ultimately billed 23% less, or € 23.1. This is the right price for the customer!
